NotePhilemon Waters I was descended from Edward Waters, who arrived in Virginia from England in the early 1600s. Edward was reported to have been shipwrecked on an island during his second trip to Virginia in 1609. He was finally rescued and settled in Virginia, south of the James River in 1618. Edward married Lady Grace O'Neill. It is not clear which of Edward's descendants was the father of Philemon I because no records have been found and family histories are confusing.

One piece of land was sold by Philemon Waters I & wife Sarah of Prince William County and Thomas Waters & wife Elizabeth of Frederick County jointly in 1748, indicating that Philemon Waters I had a brother Thomas.8,7
